The authors argue that phraseological neologisms are not to nominate new phenomena of reality, but give their evaluation characteristic. Phraseological neologisms in general are not registered by common dictionaries of modern literary languages stable expressive revolutions. They are either created anew, or updated in new social conditions, or formed by transformation of phrases known before, winged words and phrases, as well as combinations borrowed from other languages. Onomastic dominant of phraseological neologisms is their anthropocentrism, almost totally focused on the characteristics of man and various areas of his activities. The paper demonstrates specifi c classes of new phraseological units in Russian language.
