The article considers the reasons of poor using BSC conception in Russia. The author identifies and exposes stages of BSC implementation for small and medium Russian companies. Some peculiarities of BSC development for each stage are shown. The article also describes BSC model developed by the author for small and middle Russian companies. The model shows how the stages of BSC forming are bounded up with BSC perspectives
