The article considers the issues of the optimization of the personnel management from the perspective of the quality management system (QMS). The research analyses from the personnel management point the basic principles of Total quality concept, implementation of which allows to increase the effectiveness of the departments in charge of staff training and the effectiveness of the company in general. The article offers the recommendations to identify the resources needed to provide the staff quality, the technology to detect the non-production costs in the personnel' s professional activity, the technique to reveal the source of potential problems that allows to plan the list of actions to prevent the emergence of problems.
