The task of the competitiveness increasing of Russian higher education in the world market of educational services is the most important strategic goal of its development. Therefore, any measures, reforms of Russian higher education should be assessed from the standpoint of these goals achieving - they should ensure its sustainable strategic development. The article gives an overall assessment of the “5 in 100” Project as one of the tools for reforming Russian higher education. To obtain this assessment, the article reveals the following questions: characterization of the Russian universities position in the authoritative world rankings for 2012 - the start moment of the Project development; description of the main parameters values of the Project - “Project participants” and “Project financing”, at the start time of the Project development and for the entire period of its implementation; characterization of the Russian universities position in authoritative world rankings by 2020 - the time of the Project end. The obtained results include the following. The assessment of the feasibility on the adoption and development of the “5 in 100” Project was carried out on the basis of an analysis of its content and overall results of the Project implementation. Analysis showed the following. The Project itself did not have a proper justification and assessment of its real feasibility, which led to negative results of its implementation.
