This article analyzes the effectivenes of authorities' respones to the problems of the city as viewed by the residents of St. Peterburg. The researchers conducted a pilot online survey of the attitudes of citizens toward street cleaning within St. Petersburg. The study revealed that winter of 2018/2019 demonstrated the inability of the city authorities to respond effiecently and effectively eliminate problems associated with snow removal. The theoretical basis of the study was the concept of David Easton. The researchers concluded that it is necessary to develop an effective system of governance within the state at all levels of government.
