The article deals with the conflict situation around the area of the River Yacht Club of Trade Unions on the Petrovskaya Spit, where it is planned to create a center of the student yachting and the development of yacht tourism in general, but at the same time the oldest yacht club with a century and a half history is being closed. The purpose of the study is to analyze the conflict situation and justify the best scenario for the development of the yacht club area, taking into account the interests of the city and other actors. Based on materials from the media, structural and dynamic indicators were identified, which represent the initial information for the application of the method of analysis of hierarchies (AHP) by Thomas L. Saaty and its software implementation. The AHP takes into account significant social, economic, legal and cultural factors, as well as the advantages and disadvantages of possible scenarios. The analysis carried out confirmed that the scenario, according to which the city should take into account the interests of other actors in the development of the project area, is the best one. The analytical tools presented in the article can be effectively used for the analysis of conflict situations by experts and decision-makers.
