The implementation of the national projects ‘Education’ and ‘Digital Economy’ involves financing activities for the training of specialists with higher education necessary for the sustainable development of society and the Russian economy soon following the objectives of national projects. Along with other activities of the national project ‘Digital Economy’ in the federal project ‘Persons for the Digital Economy’ provides training for a significant number of citizens in higher education programs in the field of information technology; training on the competencies of the digital economy should also be given to working specialists, including heads of organizations and representatives of government bodies; one hundred centers for accelerated training of specialists should be created (together with companies in the economy). The national project ‘Education’ includes measures to improve the qualifications of a certain number of employees involved in educational activities to increase their competencies in the field of modern online learning technologies, as well as other activities related to the implementation of educational programs of higher and additional education. The implementation of such events is impossible without the participation of Russian state universities that have the status of budget or autonomous institutions. Therefore, the study is relevant for taking into account the processes of digitalization of the economy of the current model of subsidizing the state task of training personnel at the levels of higher education.
