The paper is devoted to the problems of introducing shared service centers (SSC) as personnel management technologies, which are political, economic, organizational problems and problems of relationships with customers. Based on the analysis of foreign studies, a characteristic of the resistance of public service personnel at different stages of the implementation of the SSC is given. The authors conclude that the introduction of shared service centers in the activities in Russia may encounter significant obstacles and staff resistance.
