At first glance, the content of the concept of «digitalization of education» has its real manifestation in several events of federal projects of national projects «Digital Economy» and «Education». An example of concretization is quantitative requirements - performance indicators related to online-courses. At the same time, the traditional system of higher education and legal education, in particular, demonstrates certain inertia towards innovation. The article is devoted to the analysis of the «market» state of online courses, taking into account the activities of educational platforms and regional centers of competencies in the field of online learning. As a result of the study, several conclusions were made, including that the legal regulation of the use of online-courses in the implementation of educational programs is concentrated in acts of local regulation - this implies the existence of various requirements that do not contribute to the development of e-learning and academic mobility of students.
