N2 - Government relations as a complex of communication techniques have been recognized in Russia rather recently. Comparing to PR, which were adopted in the beginning of nineties, GR entered into Russian communication sphere 20 years later. Before that period Russian communication practitioners and theorists preferred to use “lobbing” as a primary term for describing the process of influencing public and governmental policy (Tolstyh P. A. GR. Practices of Lobbying. M.: Nikkolo M, 2007. 379 p.). In the beginning of current decade the trend has changed. Government relations gained popularity among practitioners and academics. For example, the book “GR: Theory and Practice” has been published in 2013 (GR: Theory and Practice / Ed. By I. E. Mintusov, O. G. Filatova. St. Petersburg, St. Petersburg State University, 2013. 177 p.). The authors treat GR as an upgraded version of lobbying with several additional communication techniques, strategic vision and, what is the most important issue, as a system of communication
