The published article is the first part of a series of articles, devoted to use of indexes in political science. The author shows, that indexes in modern political science are coming into means of political manipulation of political subjects in increasing frequency. In the article the special attention is given to the description of how indexes from area of economy can characterize separate aspects of political processes.
