The report proposes an application of five-level viable system model introduced by an outstanding cyberneticist S. Beer for modeling of socio-cyber-physical systems (SCPS). Due to a flexible combination of hierarchical and network management mechanisms, the model makes it possible to find the necessary (depending on the current situation) compromise between centralization and decentralization of goals, functions, tasks and operations performed in a relevant organization and determining its specifics. The report proposes further development of Beer’s approach, including the methodology for modeling of SCPSs as viable systems, as well as their multiple-model description based on the dynamic interpretation of the processes occurring in the SCPSs. As the basic model, a generalized G-model Rbuilt on the basis of combining the mathematical apparatus of Petri nets with logical-dynamic models of programmed control of complexes of operations, flows, resources and structures of SCPS is proposed.
