Communication problems that arise on the Internet on various issues (for example, discussion of acute environmental topics - the construction of an incinerator in Kamenka, city-wide topics - snow removal in winter), which are expressed in a lack of understanding of the use by state authorities of modern tools and technologies on the Internet in communications with citizens, public organizations of St. Petersburg. This leads to social discontent, distancing of government bodies and the public from each other, and, as a result, to a drop in the level of confidence in the authorities. In this regard, the results of the study will help reduce the digital divide in the communication of public authorities with citizens and public organizations of St. Petersburg.
