For sustainable development of urban territories there is required a comprehensive analysis of a variety of both favorable and unfavorable factors. It is necessary to take into account not only economic and geographical position of the city in the settlement system, the place in the country's economy for planning and building cities, carrying out reconstruction in urban areas, but also natural conditions and environmental factors limiting the development of urban territory. The first group of environmental constraints consists of restrictions related to the presence, distribution and intensity of manifestations in human settlements, both natural and caused by the intensive economic development of dangerous processes and phenomena. To identify the possibility of urban areas development, observations and surveys are conducted. The result of which is a comprehensive description of natural conditions that determine the suitability or unsuitability for a particular part of the territory per certain types of construction. The problem solution for the increasing of the efficiency urban areas use is undoubtedly leaded to the need to develop those territories within the boundaries of localities that have been found to be limited suitable for urban planning purposes. The second group of restrictions is associated with the stable areas formation of environmental components pollution as a result of economic and other objects functioning. It has a negative impact on the environment and limited volumes of natural resources. Residential urban landscapes are rather multi-functioning complexes that have the most profound impact on the natural environment and the ecological conditions of territories. This influence manifests itself in the spread of aerosols, in changes of the chemical composition and a regime of surface and underground waters, in land pollution, and in the suppression of green areas. The third group of restrictions is related to the establishment of zones with a special regime for the use of territories according to environmental requirements. On land plots located within the boundaries of these zones, restrictions may be imposed on the placement of capital construction projects and / or on the implementation of certain types of activities. The fourth group of restrictions is related to the presence of natural objects on the urban territories that perform functions that are significant for nature and society and require protection and preservation.
