N2 - A new necessary and sufficient exponential stability condition for time-delay systems of neutral-type is provided. Its main distinctive is that, analogously to the delay free case, it is given in terms of the delay Lyapunov matrix and requires a finite number of mathematical operations in order to be checked. The new stability criterion is illustrated by one example.
