The problem of the formation of personnel competitive in the conditions of a post-industrial clusternetwork model of innovative development with new mechanisms for the collaboration of the Government, Business, Science and University through the identification of the information, covering the elements of the cluster-network model, significant for the analysis of human capital is considered. An analysis of conditions, criteria and methods allowing Universities to form personnel of a fundamentally new nature is performed. It made possible to develop a system of indicators for building a data driven model for describing the development of the University as the producer of human capital, in contrast to other participants in the collaboration who are more the consumers of human resources.
