В январе 2024 г. на 10-й сессии Верховного народного собрания (ВНС) 14-го созыва была провозглашена новая политика, название которой в официальном переводе на русский язык звучит как «Политика 20×10 развития периферии». В прежние годы руководство КНДР во главе с ее лидером Ким Чен Ыномуделяло особое внимание развитию национальной обороны, оборонной промышленности, а также строительству различных народно-хозяйственных объектов в Пхеньяне и его окрестностях. Но на 10-й сессии ВНС 14-го созыва Ким Чен Ын в своей речи указал на то, что как уровень жизни народа, так и региональная промышленность остаются на уровне, далеком от минимально достаточного. «Политика 20×10 развития периферии» предполагает ежегодный ввод в эксплуатацию в 20 уездах страны новых местных промышленных предприятий, с тем чтобы за 10 лет жизнь народа в провинции улучшилась коренным образом. В статье рассматриваются основные события, связанные с объявлением и началом реализации «Политики 20×10 развития периферии», ее достижения в 2024 и 2025 гг., а также анализ того, что реально дают и что в будущем потенциально могут дать вновь построенные и строящиеся предприятия местной промышленности.In January 2024, at the 10th session of the Supreme People’s Assembly of the 14th convocation, a new policy was proclaimed, the name of which in the official translation into English sounds as “Regional Development 20×10 Policy”. In previous years, the leadership of the DPRK, headed by its leader Kim Jong-un, paid special attention to the development of national defense, the defense industry, as well as the construction of various national economic facilities in Pyongyang and its environs. But at the 10th session of the Supreme People’s Assembly of the 14th convocation, Kim Jong-un pointed out in his speech that both the standard of living of the people and the regional industry remain at a level far from the minimum sufficient. The “Regional Development 20×10 Policy” adopted at the 10th session of the Supreme People’s Assembly of the 14th convocation envisages the commissioning of new local industrial enterprises in 20 counties of the country every year, so that the people’s lives in the provinces will be radically improved within 10 years. The article examines the main events related to the announcement and launch of the “Regional Development 20×10 Policy”, its achievements in 2024 and 2025, as well as an analysis of what newly built and under-construction local industrial enterprises actually provide and what they can potentially provide in the future.
