The victory of the counter-revolution in Finland was the first experience when, in the 20th century, a Civil War ended in a bloody manner on the territory of the Russian Empire. Nobody knew anything like this in Russia before. At the beginning of the establishment of Soviet power, the Bolsheviks tried to avoid bloody repression. Loyalty to their political opponents was also observed at the beginning of the revolution in Finland. The «Red Finns» did not seek bloody reprisals against their political opponents. They tried to «establish socialism by legislative means». But the finale of the Finnish Civil War, which turned out to be the defeat of the Red Movement, became incredibly bloody. The victory of the «Whites» was accompanied by unprecedented repression and mass terror in Finland. The White Terror organized by the victors of the Civil War in Finland was immediately recorded in Soviet Russia. As a result, relevant conclusions were drawn from this. The greatest attention to the outbreak of terror in Finland was shown by a member of the Central Committee of the RCP(b.) I. Smilga. He could observe all the stages of the Civil War in Finland, since he was the representative of the Soviet government in this country. I. Smilga, just a few days after the suppression of the resistance of the «Red Finns», on May 19, 1918 reported this to the session the of Central Committee of the RCP(b.). In his speech, using the example of the suppression of the revolution in Finland, he also proposed to begin mass executions against political opponents of the Bolsheviks. As a result, the Bolshevik leadership decided that «at the moment … no one objects to the execution of several people» and it is necessary «to put into practice death sentences for certain crimes». Officially, however, the final transition to the Red Terror in Soviet Russia occurred only in September 1918. Thus, the White Terror in Finland in the spring and summer of 1918 was the first and one of the most obvious arguments that the Bolsheviks used to launch widespread repressions against the already «White» in Russia. However, the Red Terror in Russia began to be widely implemented only in conditions when here began the Civil War.
