The multivalued period of Russia-Japan relations in 1990s is reviewed in the article. The infrastructure projects on Kuril Islands in 1995-2000 were one of the most interesting and new aspects of Japanese government policymaking toward Russia and Russian Far Eastern territories. These projects were conducted under ideas and proposals of the well-known on corruption scandal Lower House deputy Suzuki Muneo who was elected from Hokkaido - the nearest to Russia point on the Japanese archipelago. He initiated several infrastructure projects for southern Kuril Islands (Kunashir, Iturup, Shikotan) in the period of 1995-2000. He is known as a member of the most powerful in that time fraction of the Liberal-Democratic Party. Thereupon he had a possibility to carry out these projects using his informal ties in the party and in the government. Structuring of the social objects such as medical centers and schools and building of diesel power stations on Kunashir, Iturup, Shikotan was financed by Japanese government foundations. The main goal of the Suzuki Muneo activity was not the altruism, but a practical aim to make the atmosphere of regional ties on human level friendlier and to provide the best infrastructural conditions on these territories. That was based on the strong conviction among some politicians of forthcoming integration of Russian territories into Japan. However, this scenario was not realized. Anyway, the fact of conducting of these projects became a new path of the Japanese policymaking toward Russia.
