After the collapse of the USSR Azerbaijan was dragged into the military conflict of Nagorny Karabakh with Armenia. This war made Azerbaijan focus on military security in the framework of state building. Seeking allies, who were ready to back Azerbaijan in its rivalry with Armenia, turned to be one of the most important issues, with Azerbaijan expanding dialogue with the states which were its conventional partners not only in military but in political and economic spheres. This refers to post-Soviet states and mainly to Kazakhstan which always supported the idea of peaceful settlement of Nagorny Karabakh conflict implying territorial integrity of Azerbaijan.
