In this article, the authors make an attempt to analyze and typologize the strategies Behaviour Strategies of representatives of regional authoritys under the prism of research on stressor types of reactions by Dmitry Zhukov. Based on the results of the analysis, it was possible to identify three pronounced strategies of behavior (despite the fact that initially in the studies of Zhukov there were only two stress types of reaction). A typical example of the first is the behavior strategy of Sergei Sobyanin, an alternative to such a strategy was the example of Oleg Borovsky, the mayor of Sayansk in the Irkutsk region. The third strategy was illustrated by the tendency for a number of regional and municipal leaders to leave at the height of the pandemic.Keywords: COVID-19, regional governance, behavior strategies.
