The signing of the Economic Cooperation Framework Agreement between China and Taiwan (ECFA) marks an important milestone in the institutionalization of business ties between mainland China and Taiwan. The agreement boosted cross-strait trade and investment, strengthened industrial cooperation between China and Taiwan, and benefited mainly small and medium-sized businesses in Taiwan. The full implementation of the ECFA was suspended due to the deterioration of political relations between Taiwan and the PRC after Tsai Yingwen came to power on the island. As ECFA turned 10 years old in September 2020, rumors surfaced that Beijing would backtrack amid the escalating U.S.-China trade war and the disruption of the GVCs during the coronavirus pandemic. However, contrary to expectations, both sides decided to keep in force all trade agreements reached in 2008-2016.
