Russian Empire in the 1880s-90s in foreign policy, it took a wait- and-see position, it tried to maintain the status quo, strengthen its authority and influence in the Balkan region. Diplomats played a great role in this period, the Russian embassy pursued a unified policy of the Russian Foreign Ministry and the Synod. Relations with the Bulgarian Exarchate and the Bulgarian state underwent changes, which later led to the hostility of the Bulgarians to the Russians. However,in the 1880-90s. Russia has so far maintained friendly relations with the Bulgarian Orthodox Church, still trying to level the gap between the Bulgarians and the Greeks, without finally choosing either side. This article will examine the relations of the Ministry of Foreign Affairs and the Synod through the ambassadors in Constantinople with the Bulgarian Exarchate, and show the development of relations in a difficult political situation.
