The authors analyze the process of reforming the environmental protection mechanism in Russia in the context of its obligations under international treaties, including the Paris Climate Agreement (2015), the introduction of the digital economy innovation and the mitigation of global environmental and climate risks. Taking into account international experience and the discussion of the analyzed problems by experts, several gaps in the measures being implemented in Russia on the transition to new tools of resource-environmental policy have been identified. Possible options for further modernization of these tools are substantiated. These include, on the one hand, extending the principle of the best available technologies to several sectors of the country's agro-industrial complex, taking into account their significant carbon footprint. On the other hand, it is proposed to use compensating tools to take into account the positive impact of the complex on stabilizing the country's carbon balance. Attention is drawn to the need for consistent harmonization of waste management reforms with the principles of the circular economy, including in terms of remanufacturing of outdated equipment and household appliances.
