Scientific and technological progress has led to radical changes in the contemporary world. The system of international information relations has changed. The development of information and communication technologies (ICT) has had an impact on all spheres of society — economy, politics, social sphere and culture. The concept of the information society has been reflected in a number of international instruments. In Ibero-America, the regional information society has its own characteristics. CARICOM was the most advanced in its establishment. CARICOM is committed to creating a unified information and communication space. Work within CARICOM is underway on a Comprehensive plan for the formation of a single ICT space. The Plan will focus on areas such as public awareness, specific telecommunications issues, cybersecurity law reform, access to ICT, resource mobilization, and forecasting for the CARICOM digital agenda 2025. The unified ICT space and the Digital agenda of the region until 2025 will be built on the basis of the regional digital development strategy, which was approved in 2013. As for ODECCA and USAN, they do not have a single strategy for digital development, limited only to measures in the field of information exchange.
