The fund of S.F. Oldenburg in the Saint Petersburg branch of the Archive of the Russian academy contains three undated documents — the draft of the Charter of Scientific department of the National Commissariat of education in two versions and “The Report on Activity of Scientific Department of the Commissariat of National Education for 1918”, actually developing provisions of the drafts of the Charter. The implementation of these documents would provide freedom of scientific activity and would guarantee the respect of civil liberties in scientific community. These projects haven’t been realized, however these are important documents on history of an institutionalization of scientific sphere at the turn of 1917—1918.
