Аnnotation. The article analyzes the legal status of public legal education in relation to the typology of budget expenditures. Among the variety of expenditures types, the author singled out subsidies. Various methods of legal regulation are considered depending on the will of the parties and the purpose of the relationship. Public-legal education, providing the society with a certain set of services, uses special institutions. As the regulation of relations with them, both the authoritative (administrative) method and the principle of legal equality of the parties can be used, which makes it possible to refer such types of legal relations to regulated by the civil law. This distinction is necessary to maintain a balance of interests and an understanding of whether it is possible to apply civil law norms to the sphere of subsidies as one of the types of budget expenditures.
