The paper attempts to trace the political trajectories of sustainable development in both countries on the basis of content analysis of the Russian region - the Leningrad region, as well as the Indonesian region - Surabaya. Both countries play a significant economic and environmental role in Eurasia and Southeast Asia. For this reason, a 388 comparative analysis of the policies of Russia and Indonesia on the implementation of green and blue economy initiatives, as well as their aspirations for progress in the field of sustainable development, is necessary. In this article, the selected regions are used as comparative case studies and are defined using a holistic framework that evaluates criteria such as population size, economic significance, industry profile and environmental imperatives.
