There are actively developing suburbanization processes, increasing construction rates of “affordable” housing, which require special attention in the process of shaping state policy in the field of housing construction. Analysis of the current state of the housing sector indicates some problems that subsequently affect the emergence of social tensions and conflict in the urban environment. The new city policy requires consideration of risks, conflict factors in order to prevent social conflicts.
