The paper discusses the features of internal surface water bodies — the mouth areas of large and medium sized rivers with their watersheds, as well as the lips, bays, estuaries, lagoons, etc., as components of the water fund, the aqua — territorial complex of coastal zones of the Russian Arctic. Basin principle, hydrographic zoning and in the light of the Water, Land and Environmental Legislation of the Russian Federation, as well as taking into account the boundaries of the Arctic Monitoring Assessment Program (AMAP).
