Clarence Stone's theory of urban regimes is the important theory describing relationships between different actors: authorities, business and society. The transformation of urban regimes is a universal trend for the entire Russian space, but there are specific features for Russia. In the paper, we consider the classification of urban regimes and analyze how it is connected to the real practices in the urban space of St. Petersburg.
