Achievement of the goals of national projects largely depends on the competent organization of financing of relevant events, the conditionality of large-scale tasks by fine-tuning the budget financing system does not need special proof. The current budget legislation dictates the model of “distributed financing”, which involves the use of federal budget funds, budget funds of the constituent entities of the Russian Federation and local budget funds to solve socio-economic problems of national projects, that is, all budgets of the budget system of the Russian Federation are included in the financing process. We believe that the implementation of national projects requires the addition of the existing funding model with special legal regulation, including in the issue of subsidizing educational authorities at the regional and municipal levels.
