The authors substantiate the need for the formation of regional entrepreneurial ecosystems, the core of which is the sphere of small and medium-sized businesses, based on the resource potential. The creation of regional entrepreneurial ecosystems will open new opportunities for the development of entrepreneurship and provide a transition to a new quality of growth of the regional system as a whole.
