General plans of urban districts and project documentation for them require periodic updates. Modern methods of aerial photography from unmanned aerial vehicles (UAV) provide opportunities to use the data obtained for territorial planning purposes. This research presents the results of a study of the possibilities of creating an engineering justification of the territory and monitoring urban development using the materials of the aerial photography. For this purpose, aerial photography was performed, as well as processing of the received materials and subsequent comparison of the created orthophotoplane and digital terrain model (DTM) with the general plan of the city. The results of the use of orthophotoplans and DTM for the development and adjustment of the city master plan depending on the current urban development and engineering characteristics of the territory are presented.
