Subject and topic. The results of research on the problems of ensuring the employees' livelihoods in the context of a pandemic in enterprises and organizations are highlighted in the article. The purpose of the study is to identify problematic issues in human resource management and related tasks of socio-economic and legal support of labour relations in the context of pandemics and emergencies. Methodology. The methods of systematic analysis of cause-and-effect relationships on the example of Russian and foreign management practices, including organizational and administrative activity of government and health authorities in the context of a pandemic, as well as materials of scientific research carried out by the authors on this topic were used. Results. The main reasons for the lack of enterprises (organizations), medical institutions to work in conditions of a pandemic are identified.
