The article is devoted to the creation of an approach to the development of information tools for identifying dubious contractors and inefficient public procurement contracts. The paper describes the main problems associated with the implementation of the national program "Digital Economy of the Russian Federation", and how to overcome them using big data processing technologies. In addition, methods of analyzing financial solvency and assessing the level of the competitive environment, which are integrated into the developed information system, are proposed. The result of the study is the created non-relational database that supports graph visualization technology, which made it possible to visualize the position of commercial and state organizations and cash flows between them using the construction market in the Leningrad Region as an example.
