Issues on infrastructure as a whole are conventionally considered as key ones from the viewpoint of minimizing costs and risks in the development of regions. An implementation of the sustainable development concept requires moving to a new model of the economy (e.g., circular economy, green economy, bio-economy). Such a transition requires the creation of an adequate logistic infrastructure. It is noted that logistics and infrastructure are organically interconnected. It is determined that in Russia the conceptualization of logistics in general and the concept of logistics infrastructure in particular are not sufficiently developed and sometimes takes dubious forms. An analysis of domestic and foreign literature has made it possible to clarify the definition of logistics infrastructure and build a research holistic model of logistics flows. A three-dimensional matrix [5x3x4] is proposed as the framework of the said model. Its dimensions are: (1) the environment of movement of the logistic flow; (2) the time level for the development of an element of the logistics infrastructure; and (3) the nature of the logistics flow, respectively. The said conceptual model is considered as an initial one only and should serve as framework for creating a digital model. The Arctic, where practically everything necessary for the livelihoods of people and industrial / military activities is practically not produced, was taken as a object for demonstrating the hypothetical application of this model. The materials in this article could also be used in the educational process.
