In modern economic conditions, digital transformation institutions that ensure partnership and cooperation of business entities are a significant development factor, along with the mechanisms of state and market regulation. Cloud services belong to technologies that contribute to the creation of new public institutions. The research question is to search for indirect quantitative indicators characterizing the advancement of institutions for digital transformation of the economy. Research hypothesis: indirect indicators of the advancement of digital transformation institutions can be statistical indicators of technology development and the development of markets for goods and services based on technology. Analysis of publications shows that the "digital"economy is an inseparable part of the national and world economy. Currently, it is developing at an accelerated pace, is playing an increasingly important role, and correct measurements of its parameters are objectively in demand. Traditional economic indicators cannot always fully characterize digitalization processes, considering the diversity of their manifestations, therefore, to measure the institutions of digital transformation, it is proposed to use indirect indicators that can be meas- ured relatively accurately. The article classifies the main directions of modern scientific research, analyzes the dynamics of the cloud services market, considers issues of public-private partnerships and public procurement of large IT products as institutions of digital transformation, and proposes approaches to developing indirect statistical estimates of the prevalence of public institutions in the field of digital transformation of the world economy and the use of patent activity indicators in the IT sector as indicators of non-shared resources of digital transformation of the economy. It is concluded that countries with a higher level of development, as a rule, have more developed public institutions of digital transformation, which are indirectly assessed by indicators of activity on cloud services; in Russia in recent years there has been a super-linear growth in indirect statistical indicators of the development of state institutions of digital transformation.
