Solution to non-local Markov parabolic equation for the mean field is presented for the case of the inhomogeneous background medium and fluctuations of the dielectric permittivity having finite values of the longitudinal correlation radius of fluctuations; the field generated by the phase screen is described for the case of non-Gaussian phase fluctuations on the screen.
