The article poses a number of new problems in the development of regions and enterprises under conditions of strong changes in the external environment and the actions of anti-drivers. A number of main anti-drivers are considered and a new method is proposed for assessing their impact on the strategic sustainability of enterprises on the basis of a system of strategic criteria for managing the development of enterprises, which can significantly reduce the strategic risks of bankruptcies and budget deficits.
