The article examines the issues related to the development of foreign trade activities of regions and reducing inter-regional trade that hinders the development of territorial labor division, transforms territorial-production structure, adapting it to the requirements of the world market. Authors analyzed four baseline scenarios of cross-border cooperation of the Russia regions in the post-Soviet period as a tool of regional development.
