The article attempts to determine the theoretical foundations of peacebuilding activities of culture-based non-governmental organizations. Considering the shift in the nature of conflicts today, cultural solidarity and intercultural dialogue are to be contemplated as fundamental aspects of achieving sustainable peace and development. Owing to their specific activity features and the emergence of new trends in international relations cultural NGOs are as of now taking a lead in this direction.
