In article the phenomenon of public policy and the mechanism of her formation by means of the contract choice of providing the convention of political actors on valid questions public spheres is considered. In these processes, not the last role is played by communication aspects of the contract choice, which are analyzed in this article. The author proves a hypothesis that communication is necessary for providing conventional bases of formation of public policy and determines degree of "publicity" of policy.
