The sight at the national and global processes with state-centrist positions that have become familiar over the centuries, form some illusory ideas of their nature, logic and perspectives. The main objects and subjects of historical process - the societies and peoples, which form the states as the institutions of their security and solving the international political problems on their behalf, occur be pushed background. In the article international and inter-state relations are seen as common, objectively characterized by cooperation of the peoples of the world in the name of addressing regional, continental and global issues that they could not solve separately, and specific, associated with legal and organizational aspects of organizing this cooperation for the benefit of the whole world. That is, the role of the states in these processes is proprietary and controlled by populations, delegating relevant powers to the first, while reserving the right to monitor and evaluate their activities, as well as to reform in cases of failure by States of their responsibilities before founding their societies. The dominant views in interpreting of international relations do not always take into account this reality, questioning their scientific character.
