The key tasks in the development of the Arctic zone of the Russian Federation are the tasks of environmental support of mining, transportation and processing of minerals. In Russia, it is necessary to create conditions for the development of domestic developments in the field of the protection of the natural environment of the Arctic. The authors propose a mechanism that stimulates a small innovative business in the field of environmentally friendly technologies. To do this, it is necessary to create supporting zones for the economic development of the territory in the city administrative centers of the Arctic regions. Where an important place is given to innovative clusters of small enterprises. The main tasks of these enterprises will be the development of the Arctic zone of the Russian Federation. Here, an important role is played by a small innovative business that ensures the environmental safety of land development projects in cooperation with manufacturers of unique innovative equipment and leading design institutes of resource-extracting companies, leading players in the Arctic zone.
