This article explores a new concept of global governance proposed by
French President Emmanuel Macron – the so-called «Paris Consensus». It is noted that in the modern world, the competition of leading powers for new models of globalization and international development has intensified, and the French initiative is one of the clearest examples of this. It is revealed that Macron’s idea has a certain background, since all his predecessors also called for the reform of globalization, trying to find a more «just» version of this process. In particular, Charles de Gaulle defined the foreign policy of France in terms of «republican messianism», considering his country as a home of Humanism and
Enlightenment responsible for correcting the imbalances of international development. A similar point of view was shared by all subsequent presidents who took various measures in favor of the Global South. In this regard, Macron’s proposal for the «Paris Consensus» continues the traditional rhetoric of France echoing the domestic political context as well (the «yellow vests» protests in 2018-2019). However, by analyzing the main speeches of the French leader on the topic, this article establishes that the new concept does not yet have a necessary degree of concretization. In essence, Paris just observes the contradictions of globalization and the ineffectiveness of the «Washington Consensus» mechanisms, defines an approximate range of topics to which the new order should be devoted, but does not elaborate a specific scheme of how to put it in practice. The author suggests that this is a key element of explanation why the idea of the «Paris Consensus» still has not get a feedback from other countries, but with new details added, it may look promising in future.
