The report analyzes the historical background of the Simon Kuznets hypothesis,
according to which income inequality is relatively low at the low stages
of society’s development, and then increases and then decreases as
economic growth accelerates. It is shown that the idea of Kuznets was
preceded by the research of the Russian economist and political figure
S. N. Prokopovich. An approach to overcoming criticism of the hypothesis
in its inability to explain the simultaneous growth of inequality and
economic growth in developed countries after 1980 is demonstrated.
The concept of Kuznets waves is revealed. It is also postulated that the
basis of the Smith wave mechanism is distributive conflicts
