The article is devoted to Russian statesman of the beginning of the XIX century Nicholas Novosiltsov, an associate of Alexander I, a strong supporter of administrative and political reforms in the Russian Empire. The author uses unknown archival documents, for example, Novosiltsov’s diary, and others his documents and shows little-known aspects of the official’s biography.
