The state identity policy is one of the strategic directions of domestic policy, the purpose of which is the formation and maintenance of a stable and unified symbolic space in society. The constructivist approach is chosen as the methodological basis of the work, which allows including political elites, social groups, and institutions in the context of analysis. The research method is expert interviews. An analysis of the data made it possible to identify the main subjects of state identity policy and determine the degree of their involvement in the processes. The elite acts as a key actor in the development and implementation of state identity policies. It substantiates the significance of the problem of consolidation of the Russian elite, which remains relevant throughout the post- Soviet period. Experts identified the factor of consolidation of elite groups and the achievement of value consensus between the government and society as one of the conditions for the success of the formation of a united solidary society. The analysis of foreign and Russian scientific literature on the issues of consolidation and cohesion of the elite. The nature and degree of consolidation of the Russian elite is analyzed, the special role of the administrative segment of the federal elite in this process is emphasized. The connection between the degree of institutionalization and the achievement of value consensus within the elite is revealed. The issue of consolidation of Russian society as a whole is considered separately. The problem of social inequality as a factor inhibiting democratic processes in the field of identity politics is identified. The leadership factor is being studied as one of the resources for building a dialogue between the government and civil society institutions.
