The paper presents the results of the analysis of civil budgeting models in the cities of Porto Alegre, Guelph, New York City and Berlin (Lichtenberg) and the innovations implemented in them. The analysis shows us that modern models of civil budgeting are transformed into a reduction of the citizens influence on the decision-making process (the consultative function, the distribution of a limited amount of funds) in terms of expanding the number of participants (the use of Internet platforms in combination with the traditional ways of participation).
